Mayor Bailey’s family has been in Riverside since 1914 and he is now the fourth generation to call this city home.
His deep ties to the community and unwavering commitment to public service have allowed him to be an independent voice for its residents. He is focused on solving problems and shaping long-term decisions to benefit all generations of Riversiders.
First elected as Mayor in 2012, Rusty has kept the city’s budget balanced while crafting a vision for Riverside’s future success. Since assuming office, job growth in Riverside has outpaced national averages and the opening of UC Riverside School of Medicine has paved a strong foundation for future growth in the healthcare sector. Mayor Bailey has championed initiatives to end veteran homelessness within the city and create new economic development opportunities throughout Riverside.
Born and raised in Riverside, Rusty graduated West Point with a degree in Political Science in 1994 and later earned a Master’s degree from UCLA. He served the U.S. Army in several roles as an executive officer, helicopter pilot and platoon leader.
He was accepted as a Presidential Management Fellow and worked in the Executive Office of the President and for the U.S. Department of Housing and Urban Development. Rusty returned to Riverside and taught in our public schools for 10 years. He also spent time working as a Legislative Assistant for Riverside County Board of Supervisors and the Riverside Economic Development Agency.
He served on the Riverside City Council from 2007 until his election to Mayor in 2012.
Mayor Bailey enjoys cycling and spending time with his two daughters, Elizabeth and Julia and his wife, Judy.
